Hallock Trucking, LLC (CDH). CDH is an independent transportation company, based outside of Tampa, Florida that specializes in the trucking of aviation fuel between major terminals and airports throughout the state of Florida.

An industry leader since 1981, CDH has been the safe, dependable transportation partner of choice for fuel suppliers, fuel resellers and commercial airlines. Many of the clients whom CDH work for today are clients of both FSM Group and AFS in other markets and services.

FSM Group Awarded Long-Term Canadian Fuel Consortia Contract

MONTRÉAL, QUÉBEC – FSM Management Group Inc. (FSM Group) announced today it has been awarded a multi-year contract with the nine Canadian Fuel Consortiums to provide project management services. Under this agreement, FSM Group will continue to provide a diverse array of project management services for airport fuel facilities, ranging from small-scale storage and distribution facilities to large-scale jet fuel storage and hydrant system expansion projects associated with airport terminal development in Canada.

FSM Group is currently managing several airport fuel facility construction projects, either under way or in the planning stage, which combined are valued in excess of $350 million.

Matthew McKernan Joins FSM Group as Director of Environment and Engineering

(FSM Group) is pleased to announce that Matthew McKernan, a veteran manager with more than fifteen years of experience managing operational risks through management systems, auditing, and regulatory compliance programs, has joined FSM Group as Director of Environment and Engineering.

Mr. McKernan will oversee environmental management and a team of project engineers for a portfolio of airport fuel system projects in eastern Canada. His diverse industry experience brings a balanced perspective to both project management and environmental risk.

Environmental Assessment Certificate Issued to the Vancouver Airport Fuel Delivery Project

MONTRÉAL, QUÉBEC – FSM Management Group Inc. (FSM Group) is pleased to announce that the Vancouver Airport Fuel Facilities Corporation (VAFFC) was awarded a conditional Environmental Assessment Certificate for the Vancouver Airport Fuel Delivery Project on December 11, 2013. The Certificate was issued pursuant to Section 17(3)(c) of the B.C. Environment Assessment Act by the Ministry of Environment and the Ministry of Natural Gas Development. On December 16, 2013, VAFFC also received federal approval for the project from the Vancouver Fraser Port Authority, mandated under the Canada Port Authorities Environmental Assessment Regulations to conduct a review pursuant to the Canadian Environmental Assessment Act.

In February 2011, following almost a decade of conducting options and feasibility analyses, an application for a Provincial Environmental Assessment Certificate for a new fuel delivery project was filed with the British Columbia Environmental Assessment Office. The Richmond-based project proposes a marine terminal and aviation fuel receiving facility on the north bank of the south arm of the Fraser River, coupled with a 14 kilometre pipeline connecting to existing fuel storage facilities at the Vancouver International Airport.

The project will provide a reliable fuel supply for the airport, and will allow it to meet its projected future fuel demands. There will be a net reduction of regional greenhouse gas emissions through the removal of more than 12,000 tanker truck movements annually from roads in Greater Vancouver.

The issue of safety is extremely important for a facility of this type in a municipal environment. Concerns raised during the Environmental Assessment included vessel navigation safety, fire protection and controls for the marine terminal and fuel receiving facility, hazard footprint analysis for fuel receiving facility, emergency shutdown systems, and pipeline leaks. By employing a sincere approach in responding to these concerns, VAFFC was able to demonstrate that the design features of this project adequately addressed all key environmental and safety related concerns.

The project will result in a $150 million investment, and 762 person years of direct, indirect, and induced construction jobs in British Columbia. In addition to the approximately twenty-seven thousand existing jobs at the airport, one new daily international flight will create 185 direct jobs and 465 indirect and induced jobs.
